Rosie ODonnells daughter arrested for child neglect after baby found near meth pipe

The eldest daughter of Rosie ODonnell, Chelsea Belle ODonnell, has been arrested and charged with child neglect after police found her 11-month-old baby in a home full of meth pipes, feces and garbage.

Chelsea, 27, was charged with four felony counts of maintaining a drug trafficking place, child neglect, possession of methamphetamine and possession of THC after police were called to her Marinette, Wisconsin home on September 10.

Court documents seen by In Touch also reveal how prosecutors with the Marinette County Sheriffs Office charged her with two misdemeanors including disorderly conduct and possession of illegally obtained prescription drugs. 

Officers were called to the home by Chelsea herself with the operator reporting hearing arguing in the background with a woman telling someone to get the hell away from her.

When police arrived on the scene, she tried to play down what had occurred, insisting things were fine, before admitting she and her boyfriend Jacob Nelund had got into an argument. 

I tried to ask her more questions and you could tell the Chelsea was not being honest whatsoever. This was a repeat of what happened a few weeks prior when I was at her house for a similar incident, police wrote in their report.

When officers investigated further, they found a meth pipe with residue inside.

It saw the police detain Chelsea while cops went to check on her baby, named Atlas.  

Chelsea was arrested and later released on bond. 

While in the patrol car Chelsea admitted to having something in her bra which police described as a vial-type container and clear plastic bag with some white pills.

In the black vial was a white crystal-like substance that I know to be meth, the report read. Police said Chelsea had 18 grams of meth on her.

Both Chelsea and Jacobs pupils were dilated and did not respond to a flashlight being shone in their eyes, indicating to law enforcement they had likely been using recreational drugs.

His facial features were sunken in and he was missing some teeth. His muscle tone was very rigid and he seemed like he was flexing even though he was not. I asked him what other drugs he used today and he said that he only smokes marijuana. Based on my training and experience, I know that marijuana will not have this effect on your eyes. I have previously observed this type of impairment on someone that had smoked meth, the police officer wrote according to the report seen by In Touch.

Police described the squalid scene that greeted them as they ventured inside the home with rotting food and dirty and moldy dishes all over the place.

The inside of the home was disgusting [with] milk that stunk so bad it almost made me puke, dirty diapers, used female hygiene products, unclean underwear with feces and blood stains and used razor blades on the floor, the report detailed.

Police then found a used meth pipe in Chelseas and Jacobs first floor bedroom.

The shocking scenes ran throughout the house with a box of hypodermic needles also found in the childs room.

Some of the needles were used and had dried blood in them. I know that drug users commonly use needs like this to shoot meth into their arms or bang out, the officer wrote in his report. 

A second officer also described a similar scene with old rotting fruit, garbage, random tools, and butane bottles sitting on the floor, all mixed with the clothing belonging to [the child]. 

Officers also found a meth bong and meth pipe that a small child could have easily grabbed.   

Under a baby crib, I located a black and silver digital scale, some used gem bags with white residue, and a sharps container that had more used and unused hypodermic needles. In a clothes pile, I found a straw that had been cut off and burnt, the report went on.  

One officer described Chelsea as sweating profusely and being very jittery during the time the police were on the scene.

It appeared Jacob and Chelsea were more concerned with their drug addiction than providing [the baby] with a safe and clean environment, police wrote.

During their search of the home, police also found evidence suggesting drug trafficking might have been occurring inside the house and that a meth cooking setup had been in place.   

In a second incident last week, on October 11, police pulled Chelsea over whilst she was out driving. 

She was arrested once again after police found a meth pipe on her together with pills including Oxycodone, Morphine Sulfate pills and Hydrocodone stuffed into her bra.

For that incident she was charged with three felonies of possession of meth, bail jumping and possession of narcotics.

She will appear in court at a hearing set next month to address both cases.

Chelsea was adopted by her together with ex-wife Kelli Carpenter when she was just a baby but moved out of the family home when she was 18 in 2016. The family are pictured 14 years ago in 2010 and include their children Vivienne, Kelli, Chelsea, Blake and Parker

Chelsea is mentally ill, Rosie told the Daily Mail in 2017. [She] has been in and out of hospitals most of her life. Born addicted to heroin. She has had a tough road. She is very sick. She is not capable of truth or reason.

After Chelsea moved out of Rosies home when she turned 18, she headed to Wisconsin in order to live close to her biological mother.

She now has four children: daughter Skylar Rose, five, Riley, three,  Avery Lynn, two and  Atlas who just turned one.
