San Francisco police issued a bizarre defense after officers were caught on video violently detaining a street vendor - claiming her screaming five-year-old child was ordered to cry for dramatic effect.

Footage of the arrest of hot dog vendor and single mother Ana Luisa Casamir Julca went viral last week as it showed her being aggressively arrested while her young daughter wailed next to her. 

Amid mounting scrutiny to explain the incident, San Francisco police said the video was edited to cut out important details leading up to the arrest, and alleged that Julca had attacked an employee at the nearby port.

In a thread explaining the incident, San Francisco police said that their officers initially approached Julca as she was allegedly illegally vending on a boardwalk to give her a warning. 

When they returned to find Julca still there, police said they attempted to confiscate her hot dog cart, only for her to grip it tightly and refuse to allow it to be taken. 

SFPD officers had established probable cause to arrest the woman at that point, but instead worked to deescalate the situation after separating her from the cart, the police explanation continued. 

At that same moment, SFPD claimed they stepped in after Julca attacked a port employee. 

SFPD officers witnessed the battery and attempted to handcuff the woman who continued resisting. Even after getting her on the ground, the woman continued to hold her arms under her and resisted being detained, police said.  

When they tried to arrest the single mother, police said several other vendors joined the struggle to help her. 

Body worn camera footage shows multiple people in the group of vendors recording the entire interaction, cops said. 

However, only the moment when the woman was being handcuffed after resisting officers was posted online.

Despite claims from viewers online that the arrest appeared too aggressive to be witnessed by Julcas young daughter, the police claimed she was not even actually crying. 

A witness on scene even told SFPD officers that someone in the group told a small child to begin crying near the officers to manipulate the situation, police said.  

The combination of the crying child with her mother on the ground being handcuffed created a dramatic moment that was carefully edited.

The reality was much different. 

Police added that when Julcas daughter first witnessed the arrest, an SFPD sergeant tried to identify the child’s parent, and a man came over, picked up the girl up and walked away. 

During the struggle, police said the child then reentered the scene and began crying as officers continued to do their job after being ordered to do so by a witness. 

A witness at the scene told police that an unidentified woman pushed the child “toward the police and told her to cry so that the police will let her mom go,” according to the police report of the incident.

Julca told ABC7 that she is likely to struggle to take care of her family as she claims to have been left unable to work due to her injuries and her cart being taken away. 

My whole head and everything is bruised, she told the outlet. 

How is it possible they did this to me? 

Julca was cited for battery and obstructing a peace officer, and was released at the scene. Cops added that she was also treated by paramedics.  

In an earlier statement after the arrest, an SFPD spokesperson claimed Julca broke several laws, including food safety and vending laws as well as the alleged assault. 

If the vendor doesnt like being arrested, she should reconsider how she behaves when the city workers are just trying to do their jobs, concluded SFPD director of communications Evan Sernoffsky.
