A second bombshell triple-0 call about a crash involving Daniel Andrews and 15-year-old Ryan Meuleman reporting the teenager had been run over has emerged, casting doubt on the former Victorian premiers version of events.

In his police statement after the crash and subsequent press conferences, Mr Andrews has always maintained that Ryan T-boned his car in the Victorian Mornington Peninsula town of Blairgowie on Ridley Street on January 7, 2013. 

Martha, who lived at 10 Ridley Street just across from the accident, made the first triple-0 call received about the crash, despite Mr Andrews previously claiming he made his call immediately.

Someones been run over, someone on a bike, a worried Martha told the emergency operator.

After inspecting the scene more closely she said: It looks like the car hit the boy on the bike.

On another recently emerged recording of Mr Andrews making his triple-0 call, he told the emergency operator we hit him (Ryan).

Mr Andrews released a statement after the recording became public.

The cyclist came flying through from the bike path at Ridley Street and T-boned our car at speed, the statement said.

This matter has been comprehensively investigated over many years by Victoria Police Professional Standards Command and IBAC.

While we are sorry that the cyclist was injured in the accident, we did nothing wrong.

In the recording the emergency operator asked Martha if Ryan had been hit by a car.

I think so, yes, Martha replied. 

The emergency operator organised an ambulance while Martha continued to walk towards the accident, which she said was about 20 metres away.

Because Martha was on a cordless phone that cant get too far from its home connection, she warned the operator that she will drop out and the reception will get increasingly bad until it does.

Its two further minutes before the emergency operator is able to call Martha back.

Martha was heard confirming that only one boy was hurt and he looked about 15 or 16-years-old.

The operator asked if the teen was conscious and Martha replied just, but couldnt confirm if he was fully awake.

The operator asked Martha, who said she was fetching a blanket to help out, if Ryan had any obvious injuries.

Yes, it looks like hes got a grazed elbow but I can see blood through his T shirt, she said.

The operator asked if it was on his chest and Martha replied it was and under his arm. 

Is it squinting or pouring out or youre not sure? the operator asked.

I cant tell, Martha said.

Martha said there were three people with Ryan and one had called an ambulance and was getting instructions.

In his triple-0 call, Mr Andrews was asked if any one had already called triple-0.

My wife might be, he said.

The operator then said the call had been received from 10 Ridley Street to which Mr Andrews replied: Well, thats the one.

Mr Andrews told the emergency operator he had walked 10 metres away from the accident to get a better signal. 

Mr Andrews was asked if there are any obvious injuries.

Not that I can see, he replied.

Asked if there was any serious bleeding, the then-Labor state Opposition Leader replied: I dont believe so.  

When emergency services arrived at the scene, Mrs Andrews was not breath-tested with police at first saying they forgot, but later stating she didnt smell of alcohol.

Mr Andrews told police in a statement taken weeks after the crash: I want to make it clear - the cyclist hit our vehicle.

But questions have been raised about the lead-up to the crash and the police handling of the situation after a report into the collision released in September showed the investigation was deeply flawed.

In 2017 another witness at the crash, Amber Smith, told the Herald Sun Mr Andrews came up to her and it was my wife who hit the boy.

Jane Crittenden, who had to brake hard behind the accident to avoid hitting Mr Andrews taxpayer funded Ford Territory, told the Herald Sun at the time: They (the Andrews) had hit this child.

She also told Dr Shuey that she saw Ms Andrews getting out of the passengers side of the car.

Police have not taken a statement from her, Ryan or any of the other witnesses of the crash but solely from the Andrews. 

Ryan was airlifted to Royal Melbourne Childrens Hospital where he spent 10 days having five times his normal volume of blood pumped into his body to save his life.

He lost 90 per cent of his spleen and according to his dad Peter Meuleman, suffered mental scarring that has greatly and negatively impacted his life.

Martha: Yes, just off Melbourne Road

Emergency operator: And whats the problem? Tell me exactly whats happened

Martha: I think so, yes

Emergency operator: Ok, then well get some help there for you darl. Are you with a patient at the moment?

Martha: No, Im just going there now.

Martha: I cant tell

Emergency operator: And its a bike versus a car, is it? Im just organising the ambulance there for you OK. So, thats all organised. So you are you on scene at the moment?

Emergency operator: No worries. How far away are you?

Martha: About 20 metres.

Emergency operator: OK, Ill just stay on the line until you get there, OK? OK and can you just ask how many people are hurt?

Martha: Sorry.

Emergency operator: Oh, OK. Are you able to find out whats going on and then give us a call back? Thats fine darling, just give us a call back if I drop out.

Emergency operator: Its calling back from the ambulance service darl. Did you find out what was going on there? Did you find out what was happening? Can you hear me?

Martha: Yes, its a boy.

Martha: Theres one hurt, just one hurt.

Emergency operator: And how old is he roughly?

Martha: A teenager, it looks like what?

Emergency operator: About 15 or 16 around that age?

Martha: Yes

Emergency operator: And its a boy, is it?

Martha: Yes, I think so

Emergency operator: Is he conscious?

Martha: Just

Emergency operator: Is he breathing?

Martha: I think so. Im just going to get a blanket.

Emergency operator: OK, no worries. Just bear with me, are there any chemicals or other hazards involved?

Martha: No

Emergency operator: And is anyone trapped in the vehicle?

Martha: No

Emergency operator: So, what I might do is if your phone drops out when you get close to him. Now, we dont want to splint any injuries, and we dont want to move him unless he is in danger

Martha: We are not moving him. Theres a woman talking to him and I am just getting a blanket

Emergency operator: Now nothing further to eat or drink for him, it might make him sick or cause problems.And as I said, we dont want to move him unless its necessary. Just get him to be still and wait for the ambulance to get there.

Martha: I think somebody has already rang the ambulance there too

Emergency operator: OK then, no worries at all.  Ill just confirm its 10 Ridley Street in Blairgowrie that were coming to and its just near you there.

Emergency operator: OK, No worries. Now, if theres someone on scene there with the patient whos on the phone to the ambulance. Is that right?

Martha: Yes

Emergency operator: No worries if he does get worse in any way, I want you to call us straight back on triple zero.

Martha: I will
