Four citybound lanes have been closed on the Tullarmarine and Calder Freeways, in the citys north, during peak-hour on Wednesday morning.
Only one citybound lane remained open with delays expected to exceed 40 minutes.
As of 9.30am, two lanes were open with a set speed of 40km/hour.
Delays are building rapidly on the Tullamarine and Calder freeways, due to the collision and fuel spill on CityLink near Bulla Road, VicTraffic said.
Consider using the M80 Ring Road and Pascoe Vale Road to reach Citylink, or take Mt Alexander Road.
Drivers have been urged to merge safely and allow extra time.
