Darius Kabelis, 49, was handed a two-year driving ban after he was arrested in Leverington in Cambridgeshire on the evening of August 18.
Police officers spoke with Kabelis once he arrived home after a member of the public noticed he was driving his Ford Galaxy Ghia erratically and called 999.
A video capturing the encounter shows Kabelis getting out of his car and letting his dog out as officers approached him.
After asking him if he understands English, Kabelis responds no before the officers are seen speaking to his wife, who emerged from the property nearby.

The officer asks his wife if he has a driving licence, to which she responds he is a learner
Kabelis wife confirmed it was her car and told police officers: Yes he is drunk.
The officer said: Yeah, we suspected it.
Kabelis was then arrested, but repeatedly shouts stop to the officers.
When they ask his wife again if he has a licence, she admits he is a learner.
Kabelis was then arrested a second time on suspicion of driving without a licence.
The intoxicated driver continued to shout no to their assertions, as the officer told him: You were driving. Youve been seen driving.
I saw you driving and he [pointing to his colleague] saw you driving.
A few moments later the officer revealed to his wife that they had received a call from the member of the public.
Someone called us about his driving. That he was all over the place.
Kabelis was later charged with drink driving after it was found he was nearly three times the legal limit and driving without a licence.
He admitted both charges at Peterborough Magistrates Court last Friday.
Alongside his two-year driving ban, Kabelis was told he must complete 90 hours of unpaid work.
As Kabelis has difficulty understanding what has happened, the officers ask his wife to tell him that he has been arrested for driving while over the limit

At one point he asked the police to stop while arresting him for drink driving
Moments later, Kabelis was arrested a second time for driving without a licence
Kabelis was informed that the police had witnessed his driving, as had a member of the public
PC Stefan Almariei, who investigated, said: Thanks to the call from the member of the public, our officers were able to locate Kabelis and put him before the courts.
